There are many loose coupled heterogeneous systems in kinds of commerce and government entities related with port business. These systems need to exchange information among them in the proceeding of global trading informalization. The e-port platform is created to exchange messages among these heterogeneous systems and make them integration.EDI technique, which prevailed in 1965s, is out of stage because of its limitation. The rising ebXML technique is difficult to meet e-port flexible requirements for its complex and expensive architecture. Thus, it is especially important to look for an appropriate solution to integrate and exchange information among kinds of commerce and government entities on the e-port platform. From the real business requirement, a set of scheme of message exchange service which is based on tiers framework and is safe and reliable is proposed in this paper. This scheme has three merits and without the limitation of EDI and ebXML. The merits are described as flows. First, N-Tier framework model reduces the design complexity, and it can satisfy different requirements of message service in its corresponding layer. Second, the middle format definition based on XML makes full use of the advantage of XML technique on message processing. Third, modularization and component design can make the e-port platform loose coupled and provide enriched service forth.Based on the theoretic research and the engineer practice, key techniques of several typical message services are also compared in this paper, which has referenced value for e-port message service platform construction in the future.
