Visual simulation is an important represent form of visual reality technology, which produces a alternative simulation environment is personally on the scene and achieve a natural interaction between user and this environment.The High Level Architecture (HLA) provides the specification of a common technical architecture for use across all classes of simulations in the US Department of Defense. The simulation technique of HLA is a new technique based on computer technique network technique and simulation technique, the appearance of it is taken an important part in area of drill and simulation campaign. The HLA provides a common architecture for reuse and interoperation of simulation, it solved flexibility and expandability of simulation system and reduced redundant data in network. This paper discuss a method that establishes a distributed simulation system of virtual ocean environment based on HLA according to the actual requirement of highly living simulation system of virtual ocean environment.Firstly, the relevant simulation model is created by learning visual simulation development software Multigen Creator and Vega. The simulation of dynamic ocean is realized by ocean module and automatic wandering function of object is realized by path tool and navigation tool in Vega.Secondly, the socket thread which connects the simulation system of VC with visual simulation system is created by network service principle. So that it can control visual simulation and reappearance different position of AUV under water at real time, then it is more convenient to debug control.Finally, the content and technical principle of HLA is learned and researched. A simulation system of virtual ocean environment based on HLA is designed by actual requirement. The programming approach which mainly depends on Vega simulation loop is presented, and federal member function is firstly executed in this approach, it establishes a foundation for subsequent simulation.
