Fire protection plays an important role in public security hence development of fire protection information system becomes an essential part in the "Golden Shield Project". With fast progress in information and communication technologies and their wide application in recent years, informationization in fire protection has been pushed forward quickly and made fast progress. In this process, communication networks have grown particularly fast. With time passing by, more and more information systems for fire protection have been developed and put into operation, and shown effects in fire protection. However, existing systems are somehow becoming information islands, difficult to integrate information for resource sharing as a result of lacking overall planning in the beginning. Consequently, this prevents from further improving capability of fire protection hence there is an urgent need for Integrated Fire Protection Information Systems (IFP-IS). This is exactly the incentive for us to explore techniques and development of IFP-IS presented in this dissertation.This dissertation explores issues pertinent to fire protection informationization based on the experiences gained in development of IFP-IS for Sichuan Fire Brigade. With the understanding of the nature of fire protection and the organization in fire brigade, this thesis analyzed general requirements of fire protection systems, the state of art in fire protection informationization, and inadequacy of existing systems in some detail. As a result, the overall target for the IFP-IS to be developed is defined. With regard to system development, the work presented in the dissertation takes advantages of multiple technologies up-to-date into design of the IFP-IS. Therefore, brief discussion on multi-stage application system structure, i.e. Browser/application Server/Data server (B/S/D), J2EE, groupware, and on portal technologies, is also given to provide a basis for explanation of the architecture of IFP-IS. System architecture of IFP-IS, functional deployment in a geographically distributed environment, and decision of products selection are all discussed with different detail. With regard to application system planning and preliminary design, the author has tried to apply the thinking of information engineering and its methodology to system decomposition according to functional requirements. In discussion of detailed design of application systems and their implementations, sub-systems for OA (Office Automation), portals, and monitoring in fire protection are used as examples to provide.Finally, the dissertation suggests that the basic idea of SOA (Service Oriented Architecture) in application system development should also be considered in future development of IFP-IS and a transition from existing system to an SOA-based system can be made with appropriate modification. This idea is backed up with experiences obtained in system development as well as in system operation and problems exposed in operation.
