With the advent of the new century, China's TV media industry is undergoing an unprecedented, and the earth-shaking changes. From the audiences' point of view, this change is becoming increasingly obvious. Different audiences have different consumption habits. Meanwhile the time viewers lock a channel or a column become shorter. Faithful viewers decrease and scattered audience increased. From the media themselves, the specialization of the channels is growing to accommodate the scatter of audience, and transit from mass propagation from minority propagation. From the mechanism, the separation of produce is almost settled. Television production sectors are growing profusely and quickly in China's TV market. New situation of China's TV media industry is forming stepwise. Interior changes are huge while exterior environment affect it greatly. Internet medium is coming, and WTO is coming, which brings the end of the monopoly of China's TV media.This is the new television era we are facing, a prosperous and competitive era with both opportunities and challenges. Competition needs progress, and progress needs revolution. For a long period of time, the television media industry, which has not been considered as a professional concept, certainly has not formed a scientific system. Today's TV columns are dazzling with various columns. However, the audiences jump around channels, hard to lock. In fact, behind seemingly diverse columns, columns cloning exist with nothing new at all. After experiencing the producer period, China television is entering a planner period. Nowadays competition of television not only limited within produce level, shooting skills, the respond ability of hosts, but also within creative ideas as the point. Great planning is a kind of treasure, an advantage, a power crucial for the fierce television industry competition. Now we enter a mass culture era, and China's television culture is the most important component of modern social mass culture. It exerts enormous impact to the public life and other cultures.In this paper, the history track and development status of TV column packaging is systematically carded and analyzed the attribute, function and developing pattern of television media industry, also offers the trend of television media industry's development, which is theoretically meaningful for China's television media industry development. The perspective of the study reflects the whole television media industry's developing trend through the settlement of columns, embodying significance from microcosmic. The conclusion of China's television media industry's developing trend is drawn through the study of the impact of public culture for column planning. TV media industry not only implies guidance to public opinion, social responsibility and cultural authority, but it also contains a huge market potential and tremendous opportunities.Commercial television character is the inherent nature of television, and television is a kind of media, which requires substantial capital investment. Also, television is an industry with high-tech and heavy equipment. China's TV media industry requires a large amount of financial support in its industrial development. The demand of capital is growing because of the limitation of national investment and its own accumulation. How to absorb investment? The answer is successful planning. We can only use successful planning to seek wealth and resolve risks. Successful planning can make program specialized with feature, and be better for commercial operation. It has practical significance for advancing the TV media industry to be prospective and planning popular column for public.
