The development of economy and technology let the humanity enter the visual culture time; the Visual Literacy has become one of the humanity's basic capabilities in 21st century. The Visual Literacy refers to a person to understand, create and exchange visual information ability. The visual information mainly includes static images for example picture, drawing, graph, also including dynamic phantom like movie, television and so on. The magnanimous visual information has been brought to the people by the violent development of mass media such as newspaper, television, Internet. The ability of "look" is innate, but the capability of "understanding" actually needs acquired training. Facing the good or evil of visual information by the mass media, the public must have the ability of animadversion and explanation, using the visual information to serve for their own life and work.This article attempts preliminary the Visual Literacy training, from the educational technology worker's angle, and trying hard to advance the Visual Literacy training through the Web-based Course construction in school and social education. Guiding by Constructivism's study theory, we take on the design of Visual Literacy training Web-based course for learner-centered. It constructs a perfect system of studying content, mainly including the principle of human visual ability in the physiology and psychology, the visual communication rule as well as concrete analysis to static and dynamic visual information, meanwhile the creation and exchanging skill study of the visual information organically in the course; The course take the question and the task as the center, creating rich interesting study situation, droving and guiding the learner to carry out the inquisition study on the Internet. Through the application of independent and cooperation study strategy, it helps the learner to obtain the knowledge and the skill on own initiative, using the open source system to build the course website, We has artistically built a visual contact surface, rich resource, and interactive strong study platform for the learner, integrating organically the new application such as Blog and WiKi in the study process, has manifested design idea that takes the learner as the central.
