In recent years, the explosive Internet growth set higher requirements for the backbone network of operators. It is hoped that the IP network would not only provide Internet services, but also provide real-time business. ATM has been widely seen as a technology of exchange to provide a wide range of business. However, people have generally adopted IP technology in actual network, pure ATM network is not possible, and the use of existing ATM is also usually used to carry IP. Therefore, people hope that the IP network can also provide various types of services as ATM do.MPLS (Multi-protocol Label Switch) is a technology in this background. MPLS is a shortened form of multi-protocol Label Switching. Multi-protocol means it can support a variety of three-tier agreement. Label is some information content which is short, easy to handle, not including topology information, and only has a limited sense. MPLS is not designed specifically for VPN, but MPLS "shield" the traditional tenets of the IPv4 addresses information on realize principle in order not to leak "private network information". Using MPLS VPN, we can decompose physically single IP network into logically isolated network, and each VPN form a separate address space, viz. VPN can reuse address. In addresses allocation, there is no need to consider whether it will conflict with other VPN. We only need to consider it will not conflict within one VPN. This would solve the shortage of IP network address, and would also facilitate the expansion and change of network.This paper introduces MPLS-VPN technology in detail, as well as cross-border MPLS-VPN model and network programs. The main results are: design of the Changchun MPLS-VPN Networking, planning of Changchun MPLS-VPN including IP address planning, the route agreement program etc. We also introduce the concept, the background and three solutions of cross-border MPLS-VPN: VRF-VRF program "Single-jump" M-EBGP program Multi-Hop-EBGP program and propose suggestions for improvement.This paper has some positive significance for the use of MPLS. It solves the key problems in the cross-border MPLS-VPN application, and put forward specific solutions for Changchun MPLS-VPN. In practice, we prove that this program is safe, reliable and strong anti-interfere capability.
