. With the establishment of governments purchase system, thedeepening reform of concentrative purchase for military materials, thedepartments of military materials safeguard are facing heavier tasks. Atpresent, the departments still use office software such as Excel, word and soon, to manage the purchase data. Furthermore, almost every step exploresmanual acting. It is not able to form the normative and systemic managingpattern. We need an effective electronic office system to manage thepurchase jobs because of the high real time and efficiency for the militarymaterial safeguard. It is under this circumstance that the military purchasemanagement information system based on J2EE is produced. The systemhelps the operators to perform the normative and network management forthe whole purchase procedure. It implements information transfer amongdepartments. So every operation is closely joined together, which save muchworking time, improve the working efficiency. Eventually, the goals ofintelligent management, public information sharing, and normativemanagement are performed.In system designing, MPMIS concludes three major subsystems:business management subsystem, information publishing subsystem andsystem maintenance subsystem. Business management subsystem is the coreof the whole system, including business planning management, purchasebusiness management, accepting balance management, expert basemanagement and supplier base management and so on.Business planning management mainly solves the questions about whatto buy through which ways. It concludes applying planning management,purchase project management and purchase planning management. Purchasebusiness management offers auxiliary management for four kinds ofpurchases used in the common government purchases. The four kinds of purchases are bidding purchase, agreeing supplying purchase, competitivenegotiating purchase and single source purchase. Which method is adopteddepends on the practical situations. Accepting balance management isabsolutely necessary. The accepting method of government purchase isdifferent from the common purchase. It is performed by independent financedepartments, which do the balance with the supplier according to thecontracts of purchase departments and acceptances of budget units.With the view of supplying professional technical safeguard for thepurchase department, the expert base is constructed. Because governmentpurchase involves various material kinds and enormous amounts, there mustbe supports of related experts. Thus it is able to perform professionalizingdemands of purchase decision making. In addition, the supplier admittancesystem is commonly adopted by the current military purchase departments.An effective method to avoid risks is to do prequalification for the potentialsuppliers and construct suppliers base.Information publishing subsystem implements information transferringrapidly and sharing via high efficient information channel――internet. Itconcludes five aspects such as bulletin notification management, policylegislation management and so on.System maintenance subsystem mainly concludes privilegemanagement and fundamental data management. Fundamental datamanagement handles related fundamental data in the whole system. Itconcludes purchase catalog management, material classifying managementetc. Privilege management is capable of controlling users to access differentdata and operate different modules. So privilege management ensures thesystem security. It concludes user management, user group management androle management.In the framework, the system used B/S model, the three-tier J2EEarchitecture and MVC design patterns, namely that view layer, controller layer, model layer. The structure of the system kept stability. At the sametime, the system used Hibernate and Struts integration, the system becomeseasier and safer in the business control and data accessIn the design, the system adopts object-orientation softwareengineering idea, according to the process of requirement, analysis, systemdesign, object design, realization, adopting UML modeling mode. Theprogram analysis and design of object-orientation excels that of traditionalstructure, first it solves two main problems of software engineering----thecontrol to software complexity and the raise in software production; secondit also accord with the human thinking custom, and can naturally represententity problem in the realism world, it has significant meaning for softwaredevelopment process. UML is a kind of modeling language with gooddefinition, easy to express, strong function and general application. It hasblended the new thought, new method and new technology in the field ofsoftware engineering. In fact, UML has become an industry standard andgained ground. Whether in field of computer, software industry and business,UML has become a unified tool used to model a variety of systems, describesystem structure and business structure and business process.In the whole structure of this paper, I have discussed the followingaspects of MPMIS: project background, project significance, key technology,related tools, requirement analysis, system architecture and design, codeimplement and conclusion and prospect. I have finished subsystems designby use case charts and class charts, adopted the object-oriented analysis anddesign concepts, UML modeling approach; implement of the system, Idiscuss some modules of the system that includes purchase managementmodule, information publishing subsystems and fundamental datamanagement module through sequence chart and Java code in detail. Finally,the system addresses the problems and the corresponding solutions andcomplete conclusions and prospects of the system further. The main research achievements from the paper mentioned above asfollows:1 .According to the characteristic and need of managementinformation system, the solution and ways to realize were introduced byusing MVC pattern and based on J2EE Platform;2. The theory, excellence and shortcoming of MVC pattern wereanalyzed and researched. The J2EE framework of MVC pattern wasintroduced by combining Struts and Hibernate framework technologies;3. The theory and characteristic of Struts were analyzed and researched,and practically applied to this system construction;4. The theory and characteristic of Hibernate Object-Relation Mappingtool were analyzed and researched, and applied to the system to attain themapping between relational database and lava object;5. The solution based on the user's role were analyzed and researched,and have been realized;6. The military purchase management information system based onJ2EE is completed with Eclips, and runs on WinXp operation system, whereTomcat5.0 is the server, Microsoft SQL 2000 is the storage database.
