The information era is coming. More and more business unit uses the computerized systems. The hospitals should face the challenge. The hospital Information Systems are based on the computerized platform, network and database. Using the HIS can improve the management of the hospital, improve the quality and make efficiency, etc.According to the level of the medical system, growth of the HIS was divided into three periods. such as period of Hospital Management Information System(HMIS), period of Clinical Management Information System(CMIS), and period of Geographic Management Information System (GMIS). Totally speaking, local hospital is still in the period of HMIS. Hospital Information System belongs to one of the most complex enterprise information system hitherto. Construction cycle of traditional HIS based on client/server is long and function is not perfect enough. They have generally the phenomenon and questions that system responds slowly, centralized control is difficult and dependability is poor. So it needs one kind of scientific method to analyze and design Hospital Information System. Hospital Clinic Register that this paper will talk about adopts object-oriented modeling technology and method which can more deeply catch the requirement of users and setup good base for successful development of this system and software maintenance during later stage.This research is conducted on the basis of Browser/Server Model Hospital Information System. In this paper, emphasizes are made on the characteristic of three tires Browser/Server architecture and the developing method. Browser/Server Model come with the fashion of Internet. Under three-tires Browser/Server architecture, the whole system is divided into Presentation three relatively independent Business Logic,DataUnits-Service.This architecture make the client so thin that only a browser such as Internet explore is enough. The architecture is adapted to releasing information long-distant acquirements Internet. User can send out requirements to Web Server through Web Browser. The applied Programs on Web Server accomplish the operation of Database according to the requirements and return the result to client browser by HTML page.Aiming at the demands in HMIS of the local hospital, and in light of the tendency of software-system-structure develop from the structure of Client and Server to the structure of Browser and Server, we studied the direction of the hospital management system based on the structure of Browser and Server.The advantage of the three-layer architecture is that it can divided the application into several absolute layers, so when a layer is changed, it does not influence the other layers. This advantage makes the maintenance of the system easier. Moreover the structure of the layers is so legible that it is easy to develop and deploy. At present there so many HIS inside the country, but few his uses the three-layer architecture. Starting with Hospital Information System, based on the structure of Browser and Server, development, we analyzed the entire developing course in this paper, and also discussed the technologies interrelated. At first, this paper introduces the purpose, significance, develop task, background of the system, and structure of the paper. And then, it analyses the user's requirements, overall planning and realization of the system, emphasizing on outpatient-register-subsystem, outpatient-charge-subsystem and System -management-subsystem. Followed, we discuss the techniques interrelated used in this system. For each module, this paper has analyzed its function and realized a system based on three layers. For the application layer, we use the jsp, JavaScript technique. The web server utilizes the Tomcat serverto realize the access of the user layer. The Logic layer use the java language to realize the transaction of the logic data, it is includes the transaction of the user form data and transference of the data between the application layer and the data layer, the data layer has realized the access of the information in the database.This system has realized a Hospital information management system based on struts structure, and realized three function modules. This system is developed based on the second generation of HIS so it can be used in each hospital's clinic.
