State Grid Corporation issued 《State Grid Corporation's instruction of standard operating guidelines on locale (for trial implementation》 on September 29, 2004, which calls on all unites under the 《 Instruction 》 in connection with the reality of their own units and implement the work of standard operation. From the beginning of this year, State Grid Corporation requires all units promoting the use of standard operating guidelines. But there are several difficulties in the promoting process, such as heavy compiling work, complicated operations on locale and a large use of papers etc. All the domestic power supply companies are exploring an approach for simplifying compilation and friendly using.Aiming at the standard operating management process of Jinan Power Supply Company, we have developed a Jinan Power Supply Company Standard Operating Guidelines Management System based on B/S structure on the .NER framework platform on a basis of analysis, research and practice work. This system covers the transformation overhaul, high pressure experiments, the inspection and overhaul of transmission line and the inspection and overhaul of cable etc. Through the application of this system, we will regulate the management of locale operation, carry out the four aspect of "thought, measurement, supervision and inspection", do a good job of the "danger point" analysis, prohibit the peccant operation behavior, ensure the safety of locale, improve the quality of operations, strengthen the consciousness of personnel observing regulations, disciplines and laws, and guarantee and improve the grid reliability.In this paper, we have researched the foundation platform based on .NET and the three-layer applications model, and used the hierarchical architecture and the distributional component technology during the system development, and followed the well-known architecture pattern such as Microsoft Systems Architecture (MSA), and divided the system architecture into three levels including the WEB level, the application level and the data level. The service based on XML WEB Service guarantees the high openness of application software. The client can visit the business components through the IE Browser and IIS Server. The consumers can access the functions provided by system anytime and anywhere without installing any software.The system is designed in detail on the base of specification design and architecture design, including the system Core Class Diagram, Use Case Diagram and Data Tables. There are seven subsystems in the Jinan Power Supply Company Standard Operating Guidelines Management System, which are the transformation primary overhaul, the transformation secondary overhaul, the high pressure experiments, the overhaul and inspection of cable, the overhaul and inspection of transmission line. The functions of each subsystem can be divided by the management workstations and mobile terminals.Though analyzing the data interface of other MIS systems, this system defines a series of data interfaces and data extracting pattern, which make the operators achieve seamless integration with other systems by the simple configuration and maintenance. In this system, the key point is how to automatically form and relatively handle the Word documents of operating guidelines due to the basic data of operating guidelines stored in database, the huge data and the complex format of operating guidelines. To improve the performance of producing and handling the Word documents of operating guidelines in the application system, the advanced Office-component programming and multithreading technology are adopted to make the application program, which is based on pre-defined templates after extracting the relevant data, rapidly fill the data, transform the format and replace the labeling for rapidly generating the large-capacity, complex-format operating guidelines documents and conveniently generating the Word documents of operating guidelines in the system.
