Multithread mechanism is mainly used to accom plish the functions. Live data or history data are transmitted from the server accordin g to the parameters of the electronic wiring diagram and showed to the users on the screen dynamically in various ways such as wiring diagranu club-shaped diagram, gra ph and so on. During the stage of analyzing requirement, plenty of research was mad e according to the requirements of the dispatcher system to analysis the present dispat cher system and determine the basic functions and frame of the data and diagram iss uance system. During the stage of system designing, system frame and design ideas a re mainly accomplished, including the followings: Ways of socket communication of t he system, mechanism of multithread and process of handling information are designe d according to the requirements of the system. Agreements of how to communicate w ith the server are also made during this period. Less traffic on the w eb and faster refresh velocity make it feasible that remote supervisory and MIS overs ee the SCADA are to be implemented. And this system is quite a good scheme.
