Embeded GIS is a rising discipline nowadays, which is the branch and extendibility, supplement and development of traditional GIS filed. It syncretizes GIS technology and embedded technology to form an embedded geographic space integrated platform. Embeded GIS has become one of the hot research points at home and broad due to its features such as crossing platforms, easy to develop and integrate, convenient to infiltrate and syncratize. Combining with GPS technology and mobile internet technology, embedded GIS can provide realtime service to anybody and anything at anytime and anywhere, and it has been widely applied to economy and modern national deffence.Thereinto, embedded electronic map is one of the important parts in embedded GIS. Not only does it have the common ructions of electronic maps to supply the customers with accurate map information, but it also possesses outstanding meris, such as easy to take, saving resources, small data quantity, close relation to modern communications and internet technology.Currently, most embedded electronic maps are secondary development based on the existing map data. In the article, the author puts forward a scheme about developing an embedded electronic map based on Windows CE operating system and GPS technology. By using this system, the customer can not only get the basic map information, but also be infomed of his current positon on the map and some concerned information. This simple and feasible system can be used in mobile devices, auto navigation and etc with good praticle value.Firstly the whole system is introduced, including the whole system function, the hardware, operating system, software development tools and software designing mothod. Then how to realize the GPS technology is illustrated which involves in receiving GPS data and extracting the concerned information. Next there is discusstion about diaplaying digital electronic map and some easy image processing technology. Besides, tow algorithms are researched on conversion between GPS and electronic map coordinates. Finally, the author makes a summary and proposes improving advice.
