Harbor as the hinge of waterage is a distributing center of diversified cargo.The harbor Contain abundance resource such as berth , warehouse, personnel, equipment, shi pping, vehicle, cargo and so on. Predominate diversified information of harbor exactly I n real-time is a importance qualification of improve management and produce efficiency. Among the numerous information the image information is the most important informati on .if decision-maker don't know the working locale statue that will result in ship hold ing and harbor holding .This Project design a Multi-spots Wireless Image Monitoring System for Harbor Usage to solve the Problem and make decision-maker to see the wo rking locale statue in real-time. This Project has practical function for harbor manageme nt.This dissertation mainly discusses the design and implementation of the Multi-spots Wireless intellectualized Image Monitoring Centre for Harbor Usage. The function , kin d framework and develop trend of the image monitoring system is traced firstly then p resent the collectivity scheme of the Multi-spots Wireless Image Monitoring System for Harbor Usage. Software system design of the monitor centre is the hard core of this di ssertation. The author design this software system by module separating software design method and object oriented design method. Vary technique application and algorithm de sign is combined in the module design. In the communication module design user-defin ed communication protocols is presented. In the intellectualized monitoring module the author design a method of shadow and ray changing detected. A new method of Jpeg i mage retrieval in compressed domain is presented in image database and image retrieva 1 module design. The decoding of JPEG image and image display and adjust on Windo ws system are also discussed. After showing each module design, the dissertation tal k about the function and the interface of the software system .Each function of the s ystem is tested and the result is write in this dissertation. At the end of this dissertatio n the conclusion of the work having been done is given out ,and the development of t he image monitor system in future is also suggested.
