With the fast development of mobile communication system, 3G is coming closer and closer to us. The air interface of 3G is based on CDMA technology. Compared with other wireless system, CDMA system is the dynamic system, the network quality, coverage and capacity of CDMA system have very complex relationship. Theoretically, it is very difficult to analysis the performance of CDMA system exactly.Firstly, the conclusion on the status for system simulation in 3G radio network planning is done. Secondly, after doing some research on Enterprise 3G, Planet DMS and other software, we study the main procedure of static system simulation and give the detailed flow chart of Monte-carlo simulation. Thirdly, some researches have been done on power control loop of Monte-carlo simulation. The conclusion that the power control loop is not strict is given. Fourthly, the algorithm about how to distribute the end-user according with the density of the network traffic correctly in the electronic map is given to solve the problem on Monte-carlo simulation. This algorithm has very practical meaning to our work. In the end, some researches have been done on building the common platform for static system Monte-carlo simulation using Matlab. In this way, a simple WCDMA Monte-carlo simulation system is developed successfully. The structure and the flow chart of the system are discussed. Some analyses are also done on the output of the simulation system. The static system simulation researched this paper is effective to the WCDMA network planning.
