Water resource rearrange, water engineering construction and administration are the foundation of preventing disasters caused by flood and drought. It guarantees human society and the healthy development of natural ecology. Now, it extremely depends on the improvement of information technology and application.The data of water information and construction information are the basis for decision-making in preventing disaster caused by flood and drought. How to show these physical objects that represented by data directly and real-timely is important for making decision. The 3D simulation is an effective way to implement the solution.Although this paper also shows these physical objects that represented by data though 3D simulation, the water level and gate level is obtained by the video frame, which ensures the 3D simulation in real-time. It supports decision-making effectively.Compared with traditional technology and application in the simulation of water resource rearrange, this paper implements the auto gaining of water level, and gate level by using the technology of Digital Image Process, and overlaps between the artificial scene and natural scene, and uses interpolation methods to construct a curve equation that meets the state of the actual river according a finite number of measurement points above the river. Finally, we take the Wang Wu irrigation area in Shandong Province for example and turn the fruits into software. The effect of the software indicates that it meets the requests of Water Conservancy Engineering.
