After entering the 21st century, the world's economic situation and business environment has undergone tremendous changes, the trend of economic globalization is accelerating, and the world economic situation has gone from a seller's market to a buyer's market, consequently the competition will become increasingly fierce worldwide. Managing the enterprise's information systematically is becoming the major index of their own competitiveness; the information management has accelerated the enterprises' restructuring and reengineering innovation. The electronic and informational technology's applications in the various industrial domains have led the increasing scale of the reorganization of the enterprises. The practices in many enterprises have provided the new management model with the economic structure.The changes in the patterns of consumers' demand, the inter-enterprise competitions, and the fast technology development have made the product tend to be small quantity with various choices, short life cycle with quick delivered purchase orders, and globalized procurement and production. Facing such conditions and challenges, in recent years, the industry players and academic researchers proposed the concept of the supply chain management, which main idea is to link the real-time production system, the quality control system, the strategic partnership management, and the information technology together.
