In recent years, with the rapid development of computer information technology and the deeper reform of the country to handle the consumer complaints and disputes, the national Consumers Association have put the informatization construction on the significant agenda.Taking " PRC of Consumer Dispute Mediation law" which was approved by the thirty-first Session of The Tenth National People’s Congress in2008as the guiding ideology and based on the development plan and construction objective of Consumers Association informatization construction of Heilongjiang Province, this subject aims to make an overall design and implementation of the management information systems of the Consumers Association of Heilongjiang.This system adopts the distributed platform J2EE. B/S three-tier application model and uses the MVC design pattern to introduce Struts,Hibernate, jBPM and other mature and open source technology framework. By means of studying, analyzing, optimizing and integrating these mainstream technology, the information management system achieves a series of high performances which is powerful, stable, data set. efficient and safe. This system deploys on the Web application server using Weblogic8.1as the cluster, which can make data interactions with Sybase ASE12.5database server. Through the Struts framework, this system develops business logic model and integrates jBPM workflow engine technology to support to run the entire system and to operate the database through the relationship mapping tool Hibernate. As a consequence, it can improve the system’s scalability, reduce the system’s complexity, greatly decrease the development workload and effectively increase the development efficiency.The system fulfills the zero breakthrough in the practical application of Consumers Association’s online office system in Heilongjiang Province. Besides, it completes the dramatic change in business process from manual to using the computer network across the province. It not only standardizes the Consumers Association bill’s implementation process of the province, but also adapts to the development of modern informatization. Meanwhile, it can substantially increase the work efficiency, shor(?) the handling time and save valuable time for arbitral institutions and invo(?)d personnel.
