With the development of science and technology, the curricula of the elementary education of the whole world are facing a revolution , which aims at fostering physically and mentally healthy human beings. Under such international circumstances, China conducted the reform of the curricular of the elementary education.In July, 2001, the English Curricular Criteria for Full-time Compulsory Education and Common Senior Middle School was issued in the form of experimental sketch, which was a vital step of our English elementary education. According to the planning of National Ministry of Education, it has been experimented in 38 experimental areas in 27 provinces and municipalities since the autumn of 2001, which indicated the English elementary education of China is approaching the international community and Chinese elementary education enters a new era.Curricula evaluation, as defined in the New Curricular Criteria, is to establish a system promoting students' overall development. The students' academical skill should be undoubtedly paid much attention, meanwhile, the goals of evaluation are to discover and develop students' potentials in all areas, to help them with their ego identity status and build up self-confidence, to exert all the functions of education to promote students' development.English language test, as we know, is an integral part of English teaching. Teachers can get the teaching feedback via test results, therefore, to track students' learning and optimize the teaching methods. Obviously how to compile English language test plays an important role. However, the relative lagging of China in terms of her concept and system of English education, the content of both education and testing together with their methods and means has been severely affecting and restricting the all-round development of the students. Some teachers take it granted when preparing the classroom test and school-based test. The teachers' lack of systematic training in educational statistics results in the dysfunction of the test.
