The application of information technology in education is more and more widespread, and the development of network technology makes it possible for the students to learn remotely and autonomously. There are a variety of English teaching platforms based on the Internet, which have diverse functions, such as knowledge learning, online test and so on. But according to the current situation, there also exist a lot of disadvantages. The existing English teaching platforms are not targeted; item selection strategy does not have adaptability; and they are lack of analytical capacity.Aiming at the existing problems in English learning platforms, the item response theory is introduced into their design and development. The theory centers on the student users and provides a comprehensive range of services so as to improve the intelligence, adaptation and personalization of the system. In that case, the data model on students’ learning behavior is constructed that is based on the item response theory. It helps analyze the students’ current learning situation. And then it gives targeted learning recommendations so as to improve the students’ learning efficiency. Data model consists of static data and dynamic data; a new item selection strategy is proposed on the basis of in-depth study into three currently used strategies: hierarchical topic, SH method and improved polynomial model. It also combines the advantages of the three strategies. This paper expounds the implementation procedure of the new strategy, analyzes its advantages and applies it to the actual English item selection module which obtains a good application effect; according to the different requirements for different aims of English learning, the application function modules are designed and developed for the teaching administrators in school. Teaching staff can set the parameters of the learning strategies, item selection strategies, test-taking strategies, academic strategies on the platforms so that the platforms can provide better services for the student users; because of the fact that the exchange between providers and users on the English learning platform is not smooth, a network-based communication platform is built, establishing a three-level management and use system for system administrator, school administrators and students so that the English learning platform can provide services for different students in different schools.The application of item response theory in English learning platform can adjust the following learning content adaptively according to the knowledge that the students have already had. And it can also select and arrange papers intelligently to improve the learning efficiency. The analysis and display of students’ learning data by English learning system helps students to have a correct assessment of their own level. The function of setting learning strategy parameter helps the teaching administrators to grasp the direction of the students’ English learning.
