The application of information technology in education industries has been more and more widely used. With the development of network technology, students can actualize the distance independent learning. A variety of English learning platform based on internet provide knowledge learning, online testing and other functions. But at present, the disadvantages are lacking pertinence, not adaptive in question-selected policy, lacking analytical skills and so on.Aiming at the existing problems in English learning platform, the item response theory is introduced into design and development of the system. By providing a comprehensive range of services for the students, in order to improve the intelligence, adaptive and personalization of the system. Aiming at the problem that English learning platform can not record the information of users’learning history, every learning log is recorded in the database. Based on the item response theory, analysis the students’ current learning situation, and give them more targeted learning suggestions, so as to improving their self-learning efficiency. Aiming at the problem that the test questions have no self-adaptive ability, apply item response theory to test selection strategy.Based on and combined with the advantages of the three kinds of commonly used methods, hierarchical topic, SH method and modified polynomial model, the paper presents a new method of test question selection strategy, expounds its implementation steps, and analyzes its advantages. The new strategy has been applied to the practical English test selection module and has achieved good results. Aiming at the problem that communication between English learning platform providers and users is not smooth, the platform system builds a network communication platform for users of a certain school and establishes three levels of management and use system of system administrators, school management and students, so as to achieve the purpose of the English learning platform serving for students in different schools.First, analyze the problems of the English learning platform is the lacking of the support of intelligent methods theory mainly. As the result, students’ learning efficiency cannot be improved. Then analyze the system demands, main functions of the system should be considered from the user’s point of view, and analyze the performance requirements of the system. The overall system architecture design, and detailed design of each function module, focuses on the existing item selection strategy based on item response theory, the introduction of new scheme, Presenting and discussing the new methods of the question-selected in detail. Build the English learning platform by using programming language, and test the functions of it.The application of Item response theory in English learning platform, can adaptively adjust the learning content of the next step by evaluating the learning situation of the students, and organize the tissue paper by intelligent topic-selection, to achieve the purpose of improving learning efficiency. The analysis and performance of the Students’ learning data showing by English learning platform is helpful for students to have a correct assessment of their own level.
