In the working of seismal disaster prevention and mitigation, the earthquake data managing and issuing is an important part requiring very high quality. The quality of earthquake data service affects not only the economic interests of the country directly but also the safety of the people's lives and properties. The reliability of earthquake prediction and monitoring couldn't be guaranteed if there were no good qualities of data service. The poor quality of data service will not only leads to loss of economic interests of the whole society, but also causes a bad impact on the community. Realized earthquake data management and issue informationization construction is a good way to improve the efficiency in the use of resources and staff efficiency, it also plays an important role in mitigate the earthquake disaster and ensure social stability. Shandong Province Earthquake Networks Data Management and Issue System mentioned in the paper is the important constituent of computerized construction.With the goal of storing, managing and analyzing earthquake precursory and data as a workflow process, Shandong Province Earthquake Networks Data Management and Issue System should improve the quality of earthquake prediction service with providing statistical analysis functions to support management decision-making. The system also should have better scalability and maintainability as a solution to each province earthquake administration of china with a very good value.In the development process, I took responsibility for the collation and some detailed analysis of customer demand, and raised an idea to design the system that the framework using J2EE vessel, data entity is mapped by using O/R Mapping technology of Hibernate and the first floor database, the mapping relationship is maintained by the XML format configuration files, the controller using NetUI technology of Beehive, and sealed the MVC model realization technology Struts and organized backstage database using Jdbc. The method can realize the submission and the jump between the configuration pages with mark way, and alternately with Servlet. On this basis, I designed the layered clearly and rational system architecture with several open source frameworks as Spring, Hibernate, Struts and Acegi. Additionally, the system offered functions of wave output and mail subscription, the system architecture meets the business requirements, and achieves the goal of scalability and maintainability, at the same time make seismic data anolytic clearer and more standardized.In the project, I designed and implemented the management and issue system of earthquake data business function, the data input logic and the data sharing logic.Based my work in the project, the thesis introduces the background and current global and civil research in the domain. It describes the patterns and the ways of analyzing system requirements. After showing the system requirements specifications, it designs the system architecture and introduces the goals. The thesis displays several perspectives about detailed design of the system business function, the data input and the data shared. Finally, it makes a conclusion and an expectation from the business and technical aspects of the project.
