The verification of the residents' economic situation is an important basic work for the governments at all levels,to ensure that the limited government and financial resources are allocated to the most needed recipients.As the rescue objects are the old and sick,and the population is very large,especially most of they are concentrated in poverty,backwardness and rural areas,so the determination of the eligibility of the aid has long been a major problem in the implementation of the rescue process.In the past,people used artificial rescue to cause data integrity,freshness and other issues,even cause "human security" "leakage" and "wrong" and so on to happen,it was not only cause the waste of rescue resources,but also seriously affect the stability grass-roots society.According to the business needs of Yunnan civil administration system,which unify the economic situation of residents of Yunnan province and establish the household economy checking information system by using information technology,to increasing the share of the data between the departments has timly significance.The paper introduces the design and realization process of the household economy checking information system of Yunnan province.It strictly follows the software engineering standard and sets up the business requirement analysis,to analyze the user population and the rescue target population,to carry on the design of the system's architecture.It describes kinds of function of system implementation and completes data design on the basis of analyzing the functional requirements.Finally,it achieved the project configuration,the check,the report management,statistical decision,supervision and warning system,organize management and other business functions.This system adopts the development of provincial-level data to set mode,which is based on the J2EE model and SO A service architecture,and USES Java,Spring,Ibatis,and Web Services to implement the coding.Based on the civil administration data center of yunnan province,the data sharing platform is established under the premise of ensuring data security.Vertical implementation of the national civil affairs department,provincial civil affairs department,state(city),county(city,district)household economy situation business information resources,social assistance information resources sharing and exchange;The horizontal realization of data resources share and exchange with provincial public security department,provincial poverty relief office,provincial disabled people's federation,provincial human resources and social security office,provincial industrial and commercial bureau and other departments.The system is based on the standard specification,the data center and the data sharing platform,and takes the household economy status checking,the social rescue management and the resource integration,the business coordination,the statistical decision-making and the supervision and warning,as the core business demand to realize the check information system real-time sharing and exchange of data resources to achieve the purposes of "precision relief,precision poverty alleviation".
