As being the key stone project of the national e-government affair, Social Security Information Construction has been received great attention by the Central Leadership of the Party and State Department recently, especially in recent years, Social Security System Reform go deep into our country and "Golden-Security Project " advanced widely, Social Security has began turn from extensive to intensive, its socialization and information management extend have improved continuously. How to conformity information resource effective to in the face of the challenge of the information requirement in the newly position, has became a problem of the Labour and Social Security Information Construction Task that need to be resolved immediately.The Business Management Information Platform for the Labor and Social Security Office is a management information platform that be invested to built to implement the convenient query and management of social security information through the Internet. The paper is based on the analysis of Labour and Social Security Information Construction. It proposed to establish a business management information platform for Labour and Social Security. As one of the key systems in the platform, Labor Relation Management System handles the daily affairs of four departments: the administration and law enforcement center, the supervision department, the arbitration department and the audit department.The system follow the criterion of the software development strictly, the development is also follow the method of the Software Engineering. The paper sets out at first from analyzing the problem of Labor and Social Security Information System at present, and put forward the necessity of build in the system platform. then it deeply analysis of the operation function requirement and non-function requirement of the system, and on the base of it, construction design is done, make sure the technology truss of the system, that is the system is a web-based application and is based on J2EE platform, it adopts an architecture of "struts + hibernate + coOffice", uses the groupware development methods and is cooperated with some techniques such as AJAX, JSTL, XML. The security of the system is assured from several aspects, such as platform security, application security and data security. The function modules are compartmentalized, including the administration and law enforcement center, the supervision management, the arbitration management and the audit management, function points of every module are defined also, the total function structure chart is established in the end. In the following particular design, modeling every modules and a perfect database system was constructed in the light of the basic process of the database design .In the end of the paper, a specific solution for each key problem encountered during the development is provided.System has been successfully running on-line as a trial in the Labor and Social Security Office of Haidian District, and it has already brought some benefits and improved the work efficiency of the four departments: the administration and law enforcement center, the supervision department, the arbitration department, the audit department. According to long-range development, the functions can adapt the requirement to labor relation management of all levels of the Labour and Social Security Departments, have perfect popularization prospects.
