This paper researches the action design and strategy development of simulated robot soccer competition. First, researches the basic position-control algorithm through the foundation of mathematical model, in order to control the robot players better,for example, control robot players to avoid obstacles; Second, designs the basic movements of players, designs the pass ball and the shooting action of the players, designs the defensive action of goalkeeper, the actions are confirmed Third, researches the decision-making system of simulation matches based on the traditional model, designs a new decision-making system whose kernel is state-changing, uses fuzzy estimation to evaluate it and improve the strategy. Finally, on the basis of these studies, the research and development of a simple system is used for the experiment confirmed.
