Along with the continuing development of universities and colleges of socialization reform in the logistics service, electricity management has adopted giving payment before using electricity in the student boarding house .Therefore a kind of new electric power system for centralized measurement, management and control is needed urgently. At present, the centralized management and control system for electric power is still in the initial developing stage. It has many problems also. This paper expounds the design and development of centralized management and control system for electric power applied to the student boarding house of colleges and universities. It was worked out after having looked up a lot of internal and external related technical literatures and having made a serious survey of internal similar production.Firstly, the paper carefully analyses the principle to measure electric power, then determine system circuit parameters, develop and design the system hardware and software according to the system performance index. The main design parts of the hardware are sampling circuit of electric power, data acquisition and processing circuit of monolithic computer, display circuit and bus circuit. In the design of sampling circuit, a new debugging method for accuracy was developed. That is precision resistor being used to take place the traditional short-circuit ring. Electric power A/D conversion circuit does the accumulating operation of electric power measurement within the chip to the sampling signals of current and voltage which are got from the sampling resistor made of manganin and realizes A/D conversion function within the chip, then provides the pulse mode output for monolithic computer to process data. Adopts the bus mode to realize the function of transmission and control among all kinds of control information and data information whick comes from 16 rooms in one monolithic computer subsystem. 485 Interface communication was adopted between each subsystem of monolithic computer and upper computer.
