From the 90s of 20th century, the technology of video conference has made a great progress, and other technologies about net education, long-distance medical treatment, electronic commerce, and electronic government affair all grow fast with the development of the internet. The viewtelephone, video conference, video order programme have become the important means of communication instead of television , fax and telegraph. Video has large number of information, so it requires more bandwidth. It is an attrictive and the first issue for video applications to solve the problems of the transmission and the storage of video signal.MPEG(Moving Picture Experts Group)and VCEG(Video Coding Experts Group) co-developed a new standard about video compression code and decode which has very good performance, named ITU-T H.264 and MPEG-4 tenth part standard. The will play an important role in digital videocast, video real time communication, transferring of network video flow and multimedia message due to its excellent compression performance.In this thesis the actuality and the development of the video code and decode technology is introduced firstly. Then the inter prediction process arithmetic of H.264 standard and the design method of decode circuit are presented. The verification has been done and the results show the video data from decode circuit match the results of H.264 simulation.
