With the explosive development of the scale, the number of the users, and also the services types of the IP networks, more rigorous schemes to operation, administration and maintenance are required for building network infrastructure with high QoS and perfect information security. It is also of great importance to master the behavior of IP network for research and development of network device and protocols. Thus, the research on network measurement is paid more attention.This paper focused on IP network measurement, which aims at building an effective network measurement infrastructure, mastering the end-to-end IP networks. The final object is to give better comprehension of network behaviors, improve the QoS and build a basis for development of new protocols. The main work is as follows:On the basis of analysis of the network behavior and also the several methodologies of the network bottleneck and available bandwidth measurement, some advantages and disadvantages are discussed. Then, we apply a new method to measure the available bandwidth, using the parameter of SCV(Squared Coefficient of Variation), compared with the pathchirp, the accuracy and the robustness improved a lot. At last, we also apply a method to measure the bottleneck bandwidth. We have to find out the minimum arrival time of the packet pair, then we'll get the bottleneck bandwidth. Also comparing this method with packet pair, we will see that the accuracy improved a lot.
