21 century is an information epoch with Internet as its core. People enjoy much from the efficiency and convience of Internet in their daily lives, including email, network chatting, file sharing, Web surfing, VOD and e-comerce. With development of the network communication, maintanined as a very significant research area, the measurement and analysis of network performance acts crucially in understanding network behavior, enhancing network performance and improving quality of service.Meanwhile, understanding the parameters of end to end performance on the network link is very important for bottom layer protocol and top layer application .Based on the analysis of the development and the requirement imposed on the measurement, the criterion, methods and the key technologies of IP network, this paper proposed a new method on the bottleneck bandwidth measurement. It works by changing the interval of the sending packet pair while analyzing the variation pattern of the time interval of packet pairs sent and packet pairs received. This approach can balance the effect of different cross traffic and it can also rejudge the values of the bottleneck bandwidth under the guidance of the consistency of the two point at which the bias intersects with X and Y coordinate axes. Several the bottleneck bandwidth values may be obtained in the previous measurement. However, we can acquire a close evaluation of the true value quickly through a once measurement by this way, and therefore have a high-performance and real-time features.Secondly, by using the measured data of the available bandwidth, we can build a dynamic model on the basis of functional network, so it will easily estimate the value of the available bandwidth of the coming time value according to a group of the available bandwidth value sequence of present and past time. Because of the real-time, non-linear and self-similarity features of the available bandwidth, these estimate values becames especially important.Finally, this coming time value will give a guideline of allocating the network resources reasonably, optimizing the distribution of network bandwidth, making better use of the existing network resources in the process of the network configuration.
