With the rapid development of the electronic technology, multimedia technology and network technology, video surveillance system is going to the embedded, digital, networked direction. Taking full advantage of LSI and networks of scientific and technological achievements, the embedded video surveillance system achieves volume delicate, performance stability, facilitate the surveillance of communications products. To achieve multichannel video input, people usually use multi-processors or special-purpose processors to complete system control and data processing, and with the Web server embed in, the surveillance can be inspected through the web browser. This complex structure of the system is high costs but poor safety.The project is in arm microprocessor platform, and porting embedded Linux system in it. It completes video capturing, compression, transmission and control tasks. To lower the cost of products, system uses ARM9 (S3C2410A) as the main processor, USB webcam as video capturing equipment, also uses software to compress the video data with MPEG-4. To increase the security and the expansionary of the system, it uses SIP as a core protocol.This paper is divided into four chapters: chapter one is a systematic plan design. It introduces the project's background firstly, and then a needs assessment for the project, finally provides a detailed division to the overall. In chapter two, it gives a detail description for the construction of the platform. It establishes a development environment firstly, and then completed the system designning and hardware debugging, finally porting an embedded Linux to the platform. Chapter three is user's applications design. In this chapter it describes the video capturing method based on the V4L, and compressing video data with MPEG-4 algorithm, transmission and controlling methods; chapter four is the system test. Finally makes a desire to the system function.
