As the leading, strategic and innovative industry for a national economy and social development, Hi-tek industry is an important element in a state's comprehensive force. It has become a strategic factor in the competition of major powers in the world and in the configuration of world economy and political structure. To enhance state strength, the central government of China has launched a series of major high-tek projects in the fields of digital tv., modern agriculture, new material, information security, photo-electronics, new electronic apparatus, computer software and new generation internet. Making full use of computer science and other scientific methods to upgrade the management of the high-tek projects, is not only an essential measure in elevating management level, but also an impending demand of the development of e-government and computerized management.The project management system I have designed is developed on the basis of three separated layers, namely, data layer, logic layer and presentation layer. The data layer is for the storage and operation of original data, database or text documents. The logic layer aims at tackling with the specific questions and operates on the basis of the data layer. It carries out logic operations of the data. The presentation layer is an interactive interface for the user.In actual management, a user only deals with the presentation layer. He sends a request to the presentation layer, which then analyzes the legitimacy of the request and further passes it on to the logic layer. The logic layer analyzes the nature of the request. In case of a request requiring no further data, it carries out logical computation and directly passes the result to the presentation layer, which further passes to the user via a friendly interface. In case of a request needing further data operation, the logic layer passes the request to the data layer. The data layer then carries out selection, update, insertion and other data operations in response to the request and reflects the result to the logic layer. The logic layer processes the result in accordance with the rules of the presentation layer.
