With the increase of the number of mobile subscribers, the subscribers-group of the JLMC, ChangChun has developed dramatically. The popularization of the mobile phone makes the people depend on GSM networks more and more. The residential areas, high-rises, campuses, down towns, basements have become hotspots of subscriber complains. In this article we propose a coverage solution in order to ensure the signal quality of these areas. We analyze and describe this plan from the view of theory and engineering respectively and we also discuss some real cases.In Chapter 1, we introduce some related mobile communication theories. In Chapter 2, we discuss some reference propagation models by researching on electromagnetic waves and the loss. We also point out that the characteristics of antennas must be studied in order to choose the right type antenna when we plan and optimize mobile communication networks. In Chapter 3, we introduce the antenna parameters choosing method based on theory and practice. In chapter 4, we introduce repeater fundamentals and characters of different types of repeaters considering the wide use of repeaters in ChangChun. In this article we describe different cases in length to show that different areas should be covered with different networks.Some problems that puzzled the ChangChun mobile networks have been discussed. The tangle-some signals in high-rises intrigues ping-pong handovers; In-band interference occurs when subscribers stay near windows of high-rises because the collision of same or close BCCH or TCH-FHS of neighbor base stations which have the similar signal strength; Some high-rises especially some recreation grounds have blind areas or weak area...
