NGN is a kind of grouping network. It has many applications including in the field of telegraphy. For example, by use of various kinds of bandwidths and transmission schemes with capability of QoS, it can realize the separation between operating functions and transmission schemes in the bottom. Furthermore, it allows users to connect with different networks freely according to different operations, and provides consistency and unity for users through its mobile characteristics.In this paper, some terms, like "SoftSwitch", "SHLR"are introduced first, and then the grouping networks and network protocols associated with the NGN network are fully discussed. By comparison with narrowband networks, the calling process is clearly demonstrated. Moreover, the dominant application position of SoftSwitch in Anhui province, is determined through thoroughly investigation among "End-Point+Meet-Bureau" agent access, TDM Meet-Bureau access and SoftSwitch access.Based on particular analysis and research on Small/Middle local networks in the city, the requirements for investing projects and development of operations are considered comprehensively. By reasonable and detailed economy analysis, an idea of reconstructing Small/Middle local networks is suggested. This suggestion is again very helpful for reconstructing long-distance bureau, pass bureau and city-call meet bureau in PSTN networks. Furthermore, based on the author's maintenance experience for years, a standard for testing and checking in many respects is concluded. This is very useful for instructions.At last, by economy analysis and anticipation of operations in the city, many proper operations are determined for Small/Middle networks, and operation process is particularly analyzed, which provides a good reference for the decision-making in china telecommunication.
