| In the past two years, the development of PSTN voice service has gradually slowed down with more and more mark share assigned to mobile voice service, VOIP service, and instant messaging. It is inevitable that the ARPU value is dropped down step by step. It is time to carry on accuracy operation in PSTN. To provide personalized services over the existing traditional PSTN network becomes more and more difficult. And it is unworkable to solve it thoroughly only by simple upgrade and transformation. It presses for the whole network structure transition and transformation increasable. Based on the background, China Telecom starts the network intelligent project generally. The author is responsible for the research and draft of technical scheme, and project coordination, as the Z province PSTN network intelligent project major member. The PSTN network intelligent transformation is concerned with the introduction of new network elements, the transition of whole PSTN network structure, the adjustment of traditional user data management, the reform of related support system, the adjustment of work process and network maintenance management. It is a complex systematic project. The network intelligent technologies and the technical scheme are needed to improve during the project conduction time. There is lack of business uses case and reference experiences. How to assure the smooth move of current 20,000,000 users and services, the technologies advancedness, and the network security, are challenges to draw up the scheme. The enforcement of project is helpful for the ability of promoting traditional PSTN network to offer value-added services, is to offer experiences and foundation for the evolution of the next generation network , and is the only way of enterprise transition.
