At present, urban user personalization and data communications demands are of rapid growth and low-value-based voice communications tend to require the network is fast, simple and rich service capabilities. Because of historical reasons, the current common problems exist in telecommunications are complex network switches type and fragmentation of user business data, and the achievements of various value-added services development are based on switch network to intelligent network overlay, which result in heavy workload, long duration, high cost, and heavy resources waste for new businesses opening up and greater difficulty in rapid reunification of the whole network to carry out a complex intelligence operations or even part of the business can not be achieved.The basic principle of intelligent network is though the introduction of user database(Subscribers Data Center), and some suppliers also calls it SDC, however, unity in the industry as SHLR(Smart Home Location Register), into the present fixed network and the information exchange between switches and SHLR(by ISUP, INAP, MAP protocol etc.This article begins with a brief introduction to the telecommunications network and the development of intelligent telecommunications networks with related technologies. A sub-level explanation is given as well to the introduced soft-switch technology during the course of rebuilding intelligent telecommunications network. Then it is followed with the explanation of project achievement for fixed network intelligence through the introduction of soft-switching technology, and the comparison analysis of four intelligent networking solutions, confirmed the rebuilding direction of future intelligence network through full access to SHLR on the basis of soft-switching and proposed possible networking recommendations. Then it introduces each subsequent external interface of SHLR, and of which the new major interfaces (extended MAP, extended ISUP) are further elaborated.In the system hardware design part, it is proposed for system design to use the most advanced hardware architecture ATCA(Advanced Telecom Computing Architecture) blade servers, In the system software design part, it takes a modular process design methods. The software architecture is introduced according to the division of subsystems and functional modules, and it gives further elaboration of the system process structure and function. Moreover, highlight introductions are given on MAP, ISUP codec principle, the HLR Translation, and user data query functions implementation. Then for user data management, the article gives the discussion about how to achieve data security management. For data security and defense level, it proposes four kinds security defense, through which the database data security access can be realized. At the same time, the article raises several data recovery and backup solutions.
