With rapid development of networks and space technology, the demand of the applications and expected value of the space-based communication networks becomes very strong. More and more kinds of satellite networks work up, and their functions also become more and more perfect. However these also lead to the unfavorable situation that every network has a unique system of its own. So it is very necessary for us to make the long-term plan to get the reasonable satellite resource distribution and avoid repeated construction of space facilities. The most effective realization approach is to establish the suitable Space-Based Network's structure of our own country, which can be used to transfer and exchange communication data and the information of space observation and control. So it will greatly simplify the space-ground facilities and the task-secure system, and lay a foundation of the space task's dynamic adjusting and controlling by the international cooperation.On the basis of summarizing the factors, which influence the networks' functions, and analyzing the relation between them, this paper discusses the Space-Based Network architecture and routing issue. Based on the advanced constellation design technique called "The best relative angles", a LEO/MEO double satellite communication system suitable for our country's conditonns is proposed. After analyzing the space environment's disadvantage and advantage, the paper discusses the multi-layer satellite networks reported in Akyildiz and Ekici's literature which assume complex connected model in space communication network. Directing at weaknesses of complex connected model, a simple connected model to resolve the routing problem in multi-layer satellite network is presented.
