Study On The Management Of The Private Enterprises Archives

Private enterprises resource files are an important part of the national archive resources. Along with the gradual establishment of the socialist market economic system, the rapid development of private enterprises, the private enterprises files show a rapid growth trend. So it is necessary to strengthen the management of them. Basing on extensive inspection of its realities and a rational thinking, the author analyses fully the whole management framework of the private enterprise files and constructs a three-dimensional integrated files management system. The system consists of the archives administration, the private enterprises themselves and social service organizations—archives intermediary.Archives administration should strive to create a good external environment for the private enterprises. Its macro-management of the private enterprise archives should be achieved mainly by guiding and service, while moderate control. As for the archives which have the value to storage for the government and the society, we must take practical and effective measures to protect them. The measures include the establishment of a registration system, custody reporting systems, prior approval system, the national priority purchase system, and so on. In order to guide and service well for the management of the private enterprise files, we must adopt appropriate methodologies, insisting on the principles of the autonomous management, cost-effective, adjusting the measures for different enterprises.
