With the fast development of IC manufacturing techniques, SOC is gradually becoming true. Firstly, SOC integrates a whole system on a single chip, so it reduces the scale of the system; Secondly, SOC greatly improves the performance of the system by reducing the delay between chips in SOB; Thirdly, SOC uses core-based design methodology which shortens the design period and lowers the cost of chips. Using the SOC technology is the future tendency of embedded system development. High performance FPGA,its performance,including the density, the speed, the power and the price,can compare with ASIC. It will be the future tendency of system development to use FPGA designing SOC.Firstly,this paper studies logic circuit designing technology of FPGA,mainly puts the research on the low power circuit design; Secondly,studies the IP integration methods on SOC;Finally,implements I~2C-bus IP core. Already realized the IP core of basic function, the main device can read and write data from the slave device through this IP core.this IP core uses the WISHBONE bus interface, in order to reuse easily. Already completed the function simulation in Modelsim, obtained the hardware circuit in Synplify Pro, and completed placing and routing in the ISE software, produced the FPGA programming file.
