High Level Architecture (HLA) was adopted as the IEEE 1516 standard in September 2000. The software implemented according to HLA standard is called Run-Time Infrastructure (RTI). Federation management is one component of six managements in RTI, which refers to federation creation and deletion, synchronization control, saving and restoring, etc. The RTI with hierarchical architecture can preferably meet the needs of large-scale simulations. Since federation management is the base to realize the whole RTI software, studying the efficient federation management in hierarchical RTI is of great significance to the realization of RTI servers which support large-scale simulation.The major tasks and innovations of this paper are as follows:Firstly, hierarchical RTI is researched in this paper. The polymeric scheme is put forward to reduce the complexity of system management and support the participation of large-scale simulation federates. Each local RTI server in polymeric scheme is the representative of federates presided over by itself, which is able to communicate with other local RTI servers representing all their federates. Thus, one local RTI server does not take charge in any federates belonging to other local RTI servers. This greatly reduces the complexity of system management and accordingly improves the execution efficiency of the system.Secondly, in order to resolve the saving and restoring problem for a variety of complicated data structures such as pointer and class object, the implementation mechanism based on XML file is brought forward. It is the well-formed hierarchical structure and customization of XML that makes these complicated data structure in RTI software easier to implement.Thirdly, for the efficient implementation of interoperability in federation management services among local RTI servers, multiple expanded services are defined in federation management. These services expand the federation management in the HLA standard, which provide important support for the efficient realization of hierarchical RTI's federation management.Finally, fully implement and test the federation management services in the hierarchical RTI software. The tests in this paper show that the realized federation management meets the IEEE1516 standard completely.
