At present, with the high speed developing of local economic society in China, the government and the public have higher request for the precision rate and the detail of weather forecast, and also have new requirements for the pertinence popularity and guiding of weather forecast. In the meantime, they also have higher request for the improvement of weather and meteorological disaster monitoring, forecast and early warning abilities. In recent years, according to the development plan of requirements of superior meteorological department and the requirements of local services, Meteorological Bureaus of various prefectures have been doing their best to constantly improve the abilities of meteorological forecast, disaster prevention and mitigation capacity to respond to climate change; Constructing the public meteorological service system which is face to the livelihood, face to the production and face to the policy, as result, the public service abilities have great improvements. Especially when adding forecast details of towns, 2 hours now casting and so on in to forecasting services, in the meantime, researches of local climate and atmospheric environmental monitoring, like weather analyzing, heat island effect monitoring and researching, fetid bloom of blue-green algae monitoring and thunder monitoring are added to the general business process, related reports are published at regular intervals.Compared with the modern hardware construction, the software construction has lagged far behind. Although the weather bureaus have developed and imported some business system to meet the needs of the actual business needs, there are a lot of repeat simple works in daily works, because the different systems are independent of each other, sharing fewer resources. Besides, there are divergence between productions and distributions, productions especially the productions which have high requirement for time, like early warning, can't be delivered to different platforms in a short time, will affect the effect of forecast service. Building business system of forecast service of towns are slow, system integrations are low, the lack of unified planning and specification, the lack of integration of a variety of real-time monitoring data analysis, early warning analysis is weak, the lack business systems and process combination, low efficiency of numerical prediction analyzing products, low level of automation of product manufacturing and distribution services, products sharing among provincial, city and town needs to be simplified, serious deficiencies of basic database construction and management, inefficient data management, and it's really difficult to maintain the systems. Totally saying, the current system functions is difficult to adapt to the requirements for modern automated monitoring and early warning, speedy forecast analyzing and efficient production services. Therefore, local meteorological departments need to establish a powerful municipal comprehensive business platform which is adapted to the needs of modern meteorological business.In order to promote the rapid development of China's meteorological service, upgrading and strengthening the level of business of weather, building modern meteorological business platform which includes products of meteorological producing and releasing, exchanging and showing meteorological culture, meteorological real-time monitoring and displaying particular observing information, numerical prediction displaying, anti-maneuver satellite productions displaying, disastrous weather early warning and warning publishing, weather forecast making, meteorological productions sharing and so on, the modern weather forecasting system come into born.Modern weather prediction system is a very complex system. It needs to analyze a variety of objective data which come from satellites, radars and automatic stations, then finish the model forecasting to provide the weather forecasters the basic prediction reference, which adapt to electricity, transportation, disaster prevention and other professional users and public users' requirements at the application level. The data center framework that model meteorological business systems use includes 3 parts: storage layer, design and deployment layer and business layer. It's business logic covers all aspects of the field of weather forecasting, mainly including weather forecasting, early warning detection, meteorological products production, product publish, and several other aspects of weather. It's one of the cores of the weather systems industry.Base on the interface of model meteorological business system, applications on different fields have been developed, they have truly embody "what the weather like is all in my head." In this document, some different applications based on the interface of model meteorological business system are listed, such as "short-time orientation push interface", "decision analysis system about Typhoon around An oil field", "directions to Agricultural assist decision making platform", some of which are national demonstration project. Using this system will bring a revolution in the application layer of weather forecasting field, the technology leader in most parts of the current weather prediction system used in 5-10 years. After using the system more than 1 year by the Shanghai Meteorological Center, Jiangsu Provincial Meteorological Observatory as well as many municipal departments and many professional users, the result comes up that the model weather forecasting system can shorten time for a single weather forecasting by at least 1 hour, and the forecasting accuracy is also improved greatly. This greatly promoted the efficiency of weather forecasting, and it can fully meet the needs of early warning monitoring, forecasting analysis, public product producing and forecasting information management. It also riches the amount of products in application layer for both professional and public users, and makes a set of perfect interface for the development of weather forecasting products.When the future development of modern weather prediction system will be completed, it will be promoted to all over the country and it will change people's life, and make the science and technology for meteorological serves humanity.
