The workflow has implemented the dynamic management of the computing processes, while the grid has provided the computing resources foundation effectively which was demanded by the technology of the workflow. So it became a hotspot recently to integrate the workflow and the grid technology, make them work together to sustain the huge scale scientific calculate. Aimed at the demand of the meteorological workflow management in the project of 863 that is "the China Meteorological Application Grid" (CMAG), based on going deep into the workflow and the grid technology , we have designed and implemented a Workflow Management System(WfMS), that is CMAGFlow.The isomerous and distributing of the grid resources is a huge challenge in designing and developing the system of grid workflow management. We have lodged and implemented a "Service-oriented" grid flow application frame CMAGFlow. The grid resources were provided in the form of separate CMAGFlow services, these services provided a uniform interface upward, CMAGFlow modeling tool constructed workflow description with the uniform interface, and the execution engine could process the invoking and distribution at the run_time.As the entrance for the user application to the grid environment in the grid flow management structure, process modeling has implemented the high-level description of the grid application. In this paper, we have combined the process definition based on the active network chart and the process definition based on the language, consulted the process definition language of WfMC, XPDL, we have designed and developed the CMAGFlow process modeling tools, implemented the definition of the meteorological workflow description, including the description of each active step in the meteorological application flow, also the rules to control the switch between the activity and the related nodes or the human operations.The execution engine is the kernel of CMAGFlow services. Making use of one or more CMAGFlow engineer, through communicating with the necessary resources outside, the CMAGFlow services took charge of the explanation and activation of the process definition, implemented the establishment, execution and management in the instance of the workflow, besides, it could transmit the services to the other CMAGFlow that couldn't execute in local. In this paper, we have introduced the implementation of the execution engine of workflow, including process intepret model based JDOM and the process execution model based data and the process monitor model based event.
