Recently, the developmental speed of Internet is unprecedented. It becomes an integrated carrier piece by piece, which have multi-business such as voice, video, data and multimedia etc. Internet adopts a popular TCP/IP protocol and the IP data group's transmitted platform can be any packet-switching network. TCP/IP represents the trend of network-grouping, unconnected and global location. As we all know, IP will dominate the next telecom network. But as an unconnected system, the traditional IP network has many difficulties to carry out QoS. It faces some problems, which must be solved immediately. It can only provide the Best Effort business. Now the shortcomings of traditional IP network are emerged.Experts have proposed many advanced technologies according to the limitation of current IP network. MPLS is one of the best tools, which can guarantee QoS and has good future. It is a perfect combination between IP and ATM network. It can guarantee the consumer's different QoS because it absorbed the QoS mechanism of ATM, made good use of the fast switching capacity and mechanism of resource manage of ATM and reserved the agility, simpleness, easy extended of IP network. In current condition of network resource, MPLS not only increased data's forwarding speed and network's throughout greatly, it also provided Class of Service and QoS-guaranteed.The operation principle, kernel technology and working-mechanism are introduced firstly in this paper, then the working-mechanism of guaranteed QoS network is expatiated which is implemented by Traffic Engineering of MPLS. This paper takes into consideration QoS requirements and traffic engineering objectives based on studying the constraint-based routing deeply. It researches a genetic algorithm for multiple constraints routing to optimize network resource utilization. This algorithm not only satisfies the bandwidth and delay requirements, but also aims to consume less resource and balance the load distribution. Simulation results show its good performance. This paper proposes a Minimize Maximum Link Utilization and Hops(MMLUH) algorithm. The MMLUH modifies the Dijkstra algorithm during path searching period, which replaces finding the least cost path with finding the path with minimal bandwidth utilization.
