Soft Switch plays the kernel role in the next generation network, while the most study of Soft Switch focuses on the VOIP and its application. As we known, The two most promising approaches in the area of VOIP are the protocol suites H.323 (ITU-T) and SIP (IETF).H.323 gatekeeper acts as an administrator role in H.323 network. It stands on the upper layer in the whole network, and manages all enpoints and calls located in its zone. The mainly functions for H.323 gatekeeper are:Endpoint Address Parser, Access control, Bandwidth management and Zone management. Moreover, H.323 gatekeeper possesses the capability of Call Control Signaling and Call management. It is impossible to construct a steady H.323 Network without gatekeeper.When gatekeeper high efficiency in network maintenance and management, it's not ignore problems which implement gatekeeper according to H.323 protocol presence in practice running, It's resolve some problems by H.323 protocol or another method,but some problems that run through the process of implement gatekeeper need more investigation and discussion.This thesis introduces the design, implementation and development of a gatekeeper in a H.323 system, mainly presenting the model design of Gatekeeper, and some key solutions.This thesis is divided into two parts. The first part consists of two chapters. Firstly, the background and target about the project are present. Then, the functions of gatekeeper in H.323 are discussed in detail.The second part is divided into three chapters, chapter 3, chapter4, and chapter 5. In chapter 3, the architecture of the application and function modules are presented. The relationship and interfaces between modules are also talked about. In the forth and fifth chapter, the detailed work in designing and implementing is discussed.In the last part of this paper, experiment results are presented, meanwhile a conclusion of this paper also comes into being.In order to demonstrate the usefulness and effectiveness of the new concepts and new settlement scheme in running of VoIP gatekeeper system efficiency, the thesis has designed detailed network simulations.
