Under the intense competition of universities, how to improve the teaching quality and strengthen the competitive power of school has become an important research topic. Teacher's comprehensive quality is one of the most important factors. Formulative evaluation is the feedback for teachers to improve their teaching and the evidence for the promotion and measure of teachers' tasks, thus drive the teachers' motivation and raise the teaching quality. So it is very important to improve entire school teaching quality.This article puts up a set of reasonable criterion for the evaluation through analysis of the teachers' quality constitution, the character of teaching evaluation and the elements that influences the evaluation. It also establishes evaluation criteria for different subjects and courses. The teaching quality evaluation is full of intricacy complexity which can be measured by dichotomy judgement. The fuzzy logic is a way to simulate the fuzziness of human thought and precisely solve problems that contain incomplete information. Therefore the research uses Fuzzy Comprehensive Judgement to calculate the evaluation data and to guarantee the evaluation result scientific and accurate. UML is a sort of modeling language that is well-defined, easily-expressed and powerful in function, It contains some new thought, new method and new technology in the software engineering domain, Therefore UML Rational Rose 2002 is used in the system requirement analysis. In the realization of the system, ASP.NET is used as the development kit to realize the teacher teaching quality evaluation system of Chongqing Institute of Sciences and Arts.The dissertation is composed of seven parts. In Chapter 1, it discusses the importance of the research and introduces the subtopic. In Chapter 2, it discusses the teaching evaluation criterion. In Chapter 3, it discusses the evaluation model. In Chapter 4, it discusses the system requirement analysis. In Chapter 5, it discusses the dababase design and analysis. In Chapter 6, the system is realized. In Chapter 7, it makes a brief conclusion about this research and makes a prospect for the next research.
