The thesis stems from the subject of "Marine Investigation Management System". The system embodies an application of ECDIS in the field of marine investigation, the system aims at managing marine investigation scientifically and canonically.This system is accomplished by use of the modern software development and maintenance technique, COM and Database design theory and object-orient method.This paper brings forward the blue print to implement the system by analyzing the demanding of marine investigation, then accomplishing the design of system's functional module. This paper also put forward a thought of implementing the kernel technique of ECDIS based on COM principle, aiming at resolving the problems of former ECDIS, such as bad platform compatibility, low efficiency of development and difficult to update. The structure of the Database is designed in view of decision-making and actualizing personnel's different intentions to use this system.. As a result, the Windows OS is taken as the OS platform and ATL is taken as the development tools, ODBC is the main database development technique, MFC is interface designing technology. In order to accomplish the system, the pivotal application technology is also worked over, the development of the whole system goes smoothly and system functions are effectively achieved.The Marine Investigation Management System has the traits of convenient expansion, transplantable and steady. The system provide advantageous measure to elevation the quality of managing marine investigation and the decision-making level.
