In order to ensure the security ofthe whole system, physical security, operating system security, data security,employ security, virus Threat are discussed, put forward the concrete measurethat solve these problem. Finally, the paper process a design for the module ofmanagement of sending back goods, install an Oracle database, simulate thenetwork environment which the goal system running actually, use PowerBuilderdeveloping tool to carry on the realization of programming.System implement is the second key point here. Because the goal systemcover span nine districts and cities in Jilin Province which can be divided forthe tertiary structure in logic, so how to guarantee such a huge, costlyinformation system is a very difficult problem.
