Because of rapid economic development and social progress, manygovernment debt financial management departments have undertaken more debtdata. At present, they do only deal with large debt data with simple Excel andWord tools. At the same time, due to policy restrictions, the local governmentdebt often appears in a covert manner and poses a financial risk, and thereforewe must be need an advanced and efficient electronic office systems supportingthe financial departments in the management of debt funds operation. Thegovernment debt management information system based on J2EE is establishedunder such circumstances. The system helps user to gather and analysis debt data,automatic generates all kinds of reports and analysis data, greatly saves staff timeand improves the efficiency. In the end, we have finished the system of theproject management intelligence, the sharing of public information and thestandardized management.In the business, GDMIS includes three major subsystems, businessmanagement subsystem, content publishing subsystem and system maintenancesubsystem. Business management subsystem is the center of the system,including external debt management, inner debt management, reportsmanagement and data analysis management modules and so on.External debt management mainly faces the World Bank or foreigngovernment loan management, including project management, loan management,repayment management, requital plans, project analysis, payment notification,advance management, the external debt searching, documents management anddata aggregation function modules. External debt management maintains debtinformation with the project as carrier, when users process the information ofloans, we must first retrieve related loans. Therefore, the system gives theretrieval functions, vague searching function and allows users to quickly accessthe information. When the system is building loan information, the system willautomatically generate requital plans through money amounts and time inaccordance with the bank matching algorithm. The customers can clearly knowthe principal and interest which we should repay for some time through requitalplan. After requital plan had been generated, customers will be able to repay debtand fetch money under some rules. At the same time, the system records theinformation in the corresponding database.Inner debt management is similar with external debt management inbusinesses. It primarily processes domestic treasury bonds, that is, thegovernment borrows some money from the people with the issuance of treasurybills. When the debt will be expiring, the government will recover treasury bondsfrom the people with the prevailing standards. The government builds all kindsof projects by the money. Inner debt management mainly includes bondsmanagement, project management, loan management, requital plans, repaymentmanagement, payment notification, documents management function modules.Reports mainly show collection data, the users can analysis data and takesome measures to prevent the risk of the project by the reports. The reports canhelp user control and manage projects. The report management includes fivecategories: international division reports, the budget division reports, debtfinancial office reports, economic construction reports and agriculturaldepartment reports. Data analysis shows collection data by symbols, the userscan see the data with visual analysis of the projects, which including pie map,column map and line map. GDMIS statistical analysis includes five categories:reports analysis, external debt servicing indicators analysis, the size of theexternal debt indicators analysis, loan source analysis and currencies sourceanalysis.Content publishing subsystem makes use of the internet to completeinformation sharing and information transferring, including notificationmanagement, debt information management and policies management.System maintenance subsystem includes basic data management andauthority management. Basic data management maintenances related data of thewhole system, including currencies management, area code management and soon;the authority management can control different users visit different data anddifferent operations, it is the system's security protection. It includes usermanagement, user group management and the role management.In the framework, the system used B/S model, the three-tier J2EEarchitecture and MVC design patterns, namely that view layer, controller layer,model layer. The structure of the system kept stability. At the same time, thesystem used Hibernate and Struts integration, the system becomes easier andsafer in the business control and data access.In the design, the system adopts software engineering idea ofobject-orientation, according to the process of requirement, analysis, systemdesign, object design, realization, adopting UML modeling mode. The programanalysis and design of object-orientation excels that of traditional structure, firstit solves two main problems of software engineering----the control to softwarecomplexity and the raise in software production;second it also accord with thehuman thinking custom, and can naturally represent entity problem in the realismworld, it has significant meaning for software development process. UML is akind of modeling language with good definition, easy to express, strong functionand general application. It has blended the new thought, new method and newtechnology in the field of software engineering. In fact, UML has become anindustry standard and gained ground. Whether in field of computer, softwareindustry and business, UML has become a unified tool used to model a variety ofsystems, describe system structure and business structure and business process.In the whole structure of this paper, I have discussed the following aspectsof GDMIS: project background, project significance, key technology, relatedtools, requirement analysis, system architecture and design, code implement andconclusion and prospect. requirement analysis of the system, discussed somefunction modules of the system in detail;architecture and design of the system,discussed the three-tier architecture of J2EE and some design patterns in theapplication, and made a detailed description of principles of license versiondesign and the algorithms of license key. I have finished subsystems design byuse case charts and class charts, adopted the object-oriented analysis and designconcepts, UML modeling approach;implement of the system, I discuss somemodules of the system that includes external debt management module, contentpublishing subsystems and basic data management module through sequencechart and Java code in detail. Finally, the system addresses the problems and thecorresponding solutions and complete conclusions and prospects of the systemfurther.Up to now, the system has been built. It has been used in Qingdao sinceDecember 2005. It has implemented many design goals, such as the share ofinformation resources, the efficient stable and extensible system operation and soon. It can not only serve as a representative in business, but also offer referenceand instruction to businesses alike.
