With the ripeness of Internet/Intranet and Web technology, the enterprises always use B/S mode to realize information communication, management and e-commercial. In order to achieve the target of leapfrogging development, the railway system as the economic vitals of our country, are mending its pace on informationlized management.The rail driver is a special type of skilled worker, who takes the most important task to make sure the trains traveling safety, on-time and efficiently. How to superintend them is quite crucial. In 2004, the railway ministry established and promulgated the new "raildriver management system" to realize modern management to all rail drivers by information and Web technology, take place of the traditionally manual way, and achieve paperless operation.The main contents of study are as follows:The author investigated the actuality of rail driver management firstly, then made a detailed requirement, and suggested a material scheme to found the whole system based on the requirement.The thesis introduces the theory of distributed database management system (DDBMS) and the method how to realize it. According to the theory and real fact, the DDBMS of this system is set up, it includes the database objects in one site, the communication among all sites and how to harmonious operation.The application of this management information system (MIS) takes B/S mode to design, the web server is IIS (internet information system) provided by Microsoft Co., the application server realizes functions of the system by ASP (active server page), and accesses data from database by ADO method.The thesis also discusses how to optimize data query in a distributed environment by analyzing different query methods, and concludes the general rules in different conditions such as local query and global query, the rules are helpful to improve response time and save transmission cost.The system has high requirement to safety, so it takes three tactics: access control, identity attestation, data security control to ensure safety.The system is tested in a local area network, it can realize all the functions needed in the rail driver's MIS with characters of high credibility, convenient and extensibility.
