IPTV can offer many kinds of multimedia service anccording to customer's choice, which includes digital TV program, visible IP phone, DVD / VCD program, internet view, e-mail, entertainment, education and commerce service on line etc.The multimedia interactive function of IPTV can be described as MY TV STATION and MY STUDIO. In theory, IPTV can not only actualize realtime direct broadcast just like TV media, but provide network media's own interation and open character, such that it may break through the limitations of TV media.This paper introduces the functioning mode and known experience of IPTV at home and abroad;especially analyzes the difference and competition between IPTV and DTV;points out the existing problems and affecting factor in the development of IPTV, in which the unclearness of policy is foremost one;and puts forward spectific solutions to them.
