In order to take relevant actions immediately and minimize the losses of the earthquakes, it is very important to use advanced computer technology and scientific means to organize and manage information. This paper is in the light of the principle that using modern computer technology to solve the problems. Considering the professional knowledge of earthquake disaster is very complicated, so a new popular research technology called Agent is used to construct the structure of EDRS and realize the management of the information of urban earthquake disaster with the support of GIS.This paper includes three parts:The first part includes chapter 1 and chapter 2, describing the basic conception and technology. Chapter 1 explains the purpose, meaning and content studied in this paper. Chapter 2 introduces the conception of Agent, shows the structure and formalization of Agent, and carries on the research and explanation of two kinds of structure of Agent.The second part includes chapter 3 and chapter 4, the systematic prototype is designed in this part. Chapter 3 introduces the system structure of multi- Agent system (MAS), the communication means between Agents. The EDRS prototype based on Agent is designed, and the function of Agent used in the EDRS is analyzed. In addition, the concept of work flow was introduced in the design of our MAS, which is used to describe the work sequence in the system. Chapter 4 construes the interior structure of Agent, explains the communication between the Agents used in the EDRS, and designs the algorithm of system's load balance.The third part includes chapter 5 and chapter 6. The system model was used to realize EDRS. The chapter 5 put forward the structure of EDRS based on Agent. The system work flow is described emphatically and the process of cooperation work is discussed in this chapter.
