One of telecom features is large scale and complex processes. Especially in recent years, the market request vary quickly, various new technologies and policies continuous emerge. Therefore, the workflow of telecom must be modified or created frequently. It is difficult for the common management information system to meet the needs, so the advanced workflow technology should be introduced. Referring to the Workflow Management Coalition Specification and the home and abroad researches about dynamic workflow, this paper analyses the practical engineering project to propose the solution of implementing the workflow management system in the telecom industry. This solution can adapt to the dynamic change of business processes and rapidly implement modification of workflow when the whole structure of system can retain stabilization. The traditional workflow is a kind of static process, which isn't able to deal with emergency. For this reason, the applicability of static workflow system is significantly limited. But this paper researches the dynamic workflow. It can be dynamic changed, which means that the running business procedure can be changed, as soon as possible, to respond to the surroundings. Dynamic workflows change not only the structure of process instances but also relative client interfaces and applications. In this paper, the implementation framework of the workflow system can rapidly fulfill the requirement. The workflow model is the base of the workflow management system and formalization of the business procedure. The flexibility of the model directly determines the adaptability of the system. This paper strictly makes a difference between the workflow definition and its instances, which make the dynamic change of workflow instances probable, and constitute a rule set which make some restrictions to dynamic modify operations. The life cycle of the workflow instance is relatively long and telecom enterprises often modify their business procedures, so it is significant to develop a dynamic workflow system for telecom. Based on this idea, the integrative business support system in Guizhou telecom is developed. This system provides graphical interfaces for establishment and modification of workflow model. Its hierarchical implementation framework increases flexibility and reusability and extensibility of this system. The successful development of this system proves the solution is reasonable and feasible.
