Problems such as traffic congestion, routing, energy crisis and cost control are usually to be considered for Logistics transportation system, which involves some unconventionality mathematics models and is difficult to operate effectively. Therefore it is necessary to build a vehicles monitoring system for training vehicles controlling personnel. Through simulating transportation control process, vehicles controlling personnel can verify and evaluate the control projects, so they can take more reasonable control projects. What's more, system parameters such as transportation may be different if different persons use the simulating system, so it can also judge controlling level. The paper firstly summarizes Vehicle Monitoring System, GIS and simulation platform High Level Architecture, and introduces research status of Vehicle Monitoring System, the development of GIS and composing of HLA, and combines them organically——HLA acts as distributed simulating platform and GIS acts as the window to visualize the information to simulate Logistics Vehicle Monitoring System. According to the principle of Vehicle Monitoring System the paper builds the model of Vehicle Monitoring System and constructs the logistics vehicles monitoring simulating system based on HLA, which includes developing the federation, designing FOM and SOM and realizing all the federates. Aiming at the problem of transportation vehicles routing selection, the paper conforms Floyd arithmetic to Vehicle Monitoring Simulating System. The paper lastly discusses GIS data model and output display technique of maps of Vehicle Monitoring System simulation. In Logistical Vehicle Monitoring Simulating System, the paper grants GIS as an information output window, which can display vehicles running track dynamically.
